So, I found out that I'm connecting to a VPN by default on my desktop, there are no VPN app installed on my computer and I have tried resetting the network and few other googled remedies. I remember installing a VPN and then removing it - but now I'm always connected to this VPN (by default my IP shows from somewhere in Romania), I'm getting throttled speeds and limited access to geo-locked websites. This is on machine level as another PC connected to same router via LAN is working fine. Is reinstalling windows is my only option? I will reinstall on weekend, looking for a solution before that. Any leads are appreciated.

Did you check network adapter settings from Windows Network and Sharing center, as there too there’s an option to provide VPN config.

Check your browser? Do you have any addon installed that might be connecting to VPN?

Some antivirus software now turn on a VPN by default. Check if your AV is doing that. Alternatively, I would try to see if any of this helps: https://winaero.com/remove-vpn-connection-windows-10/

Figured it out, windows 10 has built in VPN feature which a few VPN services use. Uninstalling VPN software doesn't remove the settings from the windows, causing it to connect. Removing all connections/network adapters and then adding my ethernet back fixed it for me! Thanks for all your inputs and help 🙂
