There are cheaper colleges (which are also less prestigious) that give you a degree/certificate to get a work permit in those countries. These are also relatively easier to get through. If you’re good at a certain area, you can pick those courses and breeze through them.
For example: I consider myself pretty good with web dev. I could enrol in an okayish college, pick web dev courses, not get too stressed about the coursework, get a degree, get a work permit, and then get a PR.
The only cons that I’ve come up with so far are:
1. It takes at least 1.5-2 years to get the degree. (For me, personally, this is the most significant con. I opportunity cost of these two years is too high for me.)
2. You may not be able to work full-time during this time due to visa restrictions so you’re missing out on money you could have made if you didn’t go to college.
3. Since you’d be getting a degree from a less prestigious college, you’d have to prove your worth to future employers.
The major pros that I’ve come up with are:
1. You get to experience college-life if you haven’t for some reason (tier-3 college for bachelor’s degree, etc.)
2. You get work permit and eventually a visa
