If a customer does not buy (pay for a product) using a product, will the product be considered an e-eCommerce app?

No. The product category classification depends on the 'use case'. You don't pay to use Gmail, WhatsApp, etc but these are not e-commerce apps. You product can still be a freemium SaaS (or whatever category you're into).
