Shipped bolt 3.29.0 today thanks @seanmil and @Yury Bushmelev for your contributions. In addition to the notes in the changelog i went ahead and did a bit of a gem and module update to latest. The 3 series of bolt will continue to be puppet7/ruby2.7 based, but as 2021.7 PE gets closer to EOL we will be working on bolt 4 with puppet8/ruby3.
