That value can be set via Hiera. The PE documentation has a preference for Console because it allows for a prescriptive set of instructions: "set parameter X on built-in PE group Y" Instructions for Hiera have to include some hand-waving at whatever hierarchy has been implemented: "set parameter X in _whichever datafile is appropriate for your installation_"
