I think you can run a dhcp client on the loopback interface

you can also look into the network fact for the current ipv4/6 loopback on *nix or using something like fqdn_rand to generate a sub ip address?

Not sure how either of those would work. I think i just need something like an ipam plugin for puppet, where puppet - instead of configuring a host based off of a static IP sends either an API call version of a DHCP request,
