Puppet is testing pull requests against Ruby 3.2+OpenSSL3 on Ubuntu 22.04 and Windows 2019

We're working on building puppet-agent packages internally with Ruby 3.2 for Linux platforms and starting to run tests against those packages

The `hiera` gem is now a "soft" dependency of `puppet`. So Hiera 5 functionality is unchanged, but if you try to use a Hiera 3 backend, then you'll have to install the `hiera` gem yourself.

Puppet excludes legacy facts by default when requesting a catalog

The agent now checks once per day to see if its CRL needs refreshing

All good things! I'm excited for Puppet 8.  Not sure how feasible it would be, but it would be great if the Forge could show a flag for which modules worked with legacy facts disabled and with strict mode enabled to better support the move to Puppet 8.
