Hiera lookups happen as part of the catalog compilation on the primary.

HI kenny, just to elaborate on @spp’s point. the lookup requires the context of all your code, which in PE exists only on compilation servers such as a primary / replica/compiler, so i would not expect a lookup done directly on an agent node to return anything like what is returned during the catalog compilation
