There's a report built into PE's main console for unresponsive nodes. It should be fairly simple to have that information feed to something else. Or even just perform a PuppetDB query for nodes with a laser report time of greater than a certain amount.

The PE Console marks nodes as unresponsive if their last
report_timestamp
is older than
puppet_enterprise::console_services::no_longer_reporting_cutoff
(default 1 hour). It's a display filter applied to the result of a PuppetDB query --- not an event that is generated for individual nodes. So, if you need an event, that would have to be generated by something like a cron job that wakes up every
$runinterval
and queries for nodes that have passed the cutoff.

We are using Datadog's integration, which doesn't currently support doing this, that is why I asked how that worked, I think if it was a proper event rather than a view, it would be easier for monitoring integrations to alert on those events
