iv seen this before but it can have a multitude of causes, usually something to do with the git structure of the module rather than the puppet code etc.

in one instance a commit was made to the control repo with CRLF line endings. So someone added ‘* text eol=lf’ to the .gitattributes file.
and that caused it

in other instance simply making a new branch solved the issue as there was something jgit didnt like in the git history

Iv never seen just one cause, but its usually around  something structural in the module repo or control repo itself and how it interacts with the jgit client puppet uses

the gitattributes thing was exactly what the issue was
