Users on Server (local accounts) can be managed using puppetlabs-accounts module (https://forge.puppet.com/modules/puppetlabs/accounts), users within Puppet Enterprise console are not normal shell users. Most customers use the LDAP integration in PE or the rbac_user from pltraining-rbac module (https://forge.puppet.com/modules/pltraining/rbac)
AFAIK: there is no (yet) implementation for adding users to gitlab using puppet. But gitlab can also make use of an LDAP.

Interactive user management is not necessarily a best use case for Puppet, to be quite honest. IF you have LDAP/AD or some other actual user management solution available to you, you are better off leveraging that and then letting Puppet manage your LDAP/AD integration (such as managing SSSD on Linux).

Managing passwords for users is difficult and not user friendly, specifically. Managing non-interactive/application/system accounts, on the other hand, is a good use case.

We use Code manager with gitlab for code. What I was saying is using hiera on gitlab server to add and remove system users on managed linux nodes. Not to manage gitlab access I saw module on puppet forge. Now I wonder if its better to manager user on gitlab using hiera file or use classification on puppet console

Managing data is always best through hiera rather than through parameters in the console.

OK. Well received.
