There is a bug in Prisma CLI that sends a lot of requests to the underlying API. You are running into rate limits and this is not a generic outage. The patch to fix this will be available shortly, I will notify you. Till then, you need to wait for a while before trying again to get around the rate limits. I will keep you posted.
