The prewrite Step would be quite useless if it can't write to event.data

@yus the idea of

PRE_WRITE

is that you can be certain in terms of permissions and constraints that the data will be written to the DB, so now it's the time for some expensive external calls, like initiating a payment process for example. You wouldn't want to do that for every call that is not valid or not permitted
