is graph.cool moving away from the hosted service?

No - Prisma is the rewrite of one of the core components of the Graphcool Framework (specifically the part that allows for access to the DB via a GraphQL API). Prisma has not been integrated into Graphcool Framework/Graphcool Cloud yet, but it will be in the future.
