When you use <http://Permit.io|Permit.io> you automatically use OPAL as the OPAL server is part of the control plane, and the PDPs you deploy contain the OPAL- client (see <https://docs.permit.io/security/connectivity#connectivity-diagram|https://docs.permit.io/security/connectivity#connectivity-diagram>)

And yes you can use OPAL alognside other Authz as a service
