OPA is OpenPolicyAgent - it’s an open-source project (just like OPAL is) - while Permit uses both; they are independent of Permit

thank you, reason I asked that question because - I’m dealing with two authZ as a service solutions (permit and styra), however continue to use opal on k8s.

Definitely possible. Though I'd be help to provide better advice with some more background.
Can you maybe share what you are working on? And what leads you to use 3 control planes ?
Ideally you could use Permit for all of your needs.
