There’s simply a default config value for `OPAL_DATA_CONFIG_SOURCES`  (<https://github.com/permitio/opal/blob/78dc83ceb17841f93593d183d8c607682097a211/packages/opal-server/opal_server/config.py#L180|as you can see here>)

<@U01RH8JQKHD> And if I don't want any topics for a client, is that possible? (I know this defeats the purpose, but this is only temporarily) Could I just set `OPAL_DATA_TOPICS` to an empty string to avoid the client trying to fetch from the `policy_data` source?

Yes, if a client doesn't match a topic it won't get updates for it (notice different topics for policy and data updates)
