From the short log you've shared it seems OPA is crashing (perhaps due to invalid Rego, or data.json), which causes the OPAL client to restart OPA and try to being it back to state.

12/20/2022, 6:14 AMAssuming this is the issue, it can be avoided by loading valid inputs into OPA. You can run tests before pushing to a bundle server or tracked Git repo.
