How come you can’t use git? or do you just mean you don’t want to?
OPAL can also fetch policy files from a file bundle API - see here
Or do you want OPAL to not manage policy files at all and only sync data? - as in the PER-5185 you’re referring to.

05/08/2023, 4:14 PMAh, sorry, i didnt realize there was an opal client file bundle. I assumed that when the file bundle was referred to as the alternative to .git, it was referring to vanilla OPA's file bundle feature, and the implication was to bypass opal when using it
