Totally fine. I think these are for the -dev headers (although if they also compile they'll get the shared object, they are doing two things). I'm downloading a binary, which is why I did this hack https://pact-foundation.slack.com/archives/CA2S7E6KC/p1653474796723179

I'll totally vendor those deps, but also not use the
pact-stub-server
preferring the ruby version, as the stub-server has not had a release and doesn't bundle these with itself. (A Friend said this might be openssl licensing, I said then link to another SSL)

I recall something about openssl vs libressl (or something). So yeah, maybe
But we actually have an option to not use openssl at all I think.

Don't forget libcrypto though. I don't know that I've ever heard of that as an issue before this morning. The stub server links both.
