Can publish command do it ? I mean upload swagger files to pactflow

no, the command to call is `pactflow`. It’s bundled into the distribution alongside the `pact-broker` command

As per <https://pact-foundation.slack.com/archives/CLS16AVEE/p1739357117991229>, it’s a feature only available in PactFlow.
