Hello.
Is there a way to get an error from the broker when a pact or swagger gets published to a non-existent pacticipant?

it will automatically create the pacticipant for the pact ( consumer ) or openapi ( provider )

what is your exact scenario, what behaviour are you seeing and what do you expect to see?

We're trying to use the broker as a source of truth. In that scenario, we have a pipeline that creates pacticipants depending on the asset's needs.
To protect it as a source of truth, I'm looking for a way to prevent the accidental creation of new pacticipants, so it would be nice to have a setting or flag that changes the permissive behavior of the broker.

A few things
1. Pact broker doesn't really support swagger (you could technically publish one but not as a provider)
a. Did you mean PactFlow here?
2. Similarly, there is no RBAC in the open source broker (but PactFlow does have this)
