Hey folks, can you please review this PR? It adds the `--ignore` flag support to `can-i-merge` command which we use in our workflow

Will take a look later this week, I might need to refer to a colleague who can properly confirm though

Builds on ruby 2.7 are failing because I've added `ruby-lsp-rspec` package for vs code support, and that one only works with 3.0+; I'll remove that package and update the PR.
