Hi team could you please help me here: When am try to publish pact with goCD pipeline it worked for me but with same pipeline when am trying to verify pact its giving me timeout error. The pipeline can resolve the domain and it can publish contracts, there is definitely a connection … sometimes.

It does mention pactflow.io - is this the right host or should it be foo.pactflow.io ? Yes it should definitely work, but I can't tell you why from those logs. Networking is a good starting point to review tho

Is it possible to have different endpoints for both consumer and provider, that may be causing issue?

The endpoint is the same. How are you publishing the pacts? Using CLI or Java or something else? I'd be looking to work with whoever manages your CI system to work out networking.
