Answered: The three labels on PR/issue #16315 were applied by the "Issue Triage Poller â OpenHands" Automation (cron every 5 min), not a GitHub Actions workflow. The automation's main.py build_prompt() tells an LLM agent to "apply appropriate existing labelsâ¦ prefer useful area labels." The agent itself chose `cloud` and `enterprise` from the repo's label set based on the issue's enterprise/org-scoping content (cloud was a loose inference). The exact prompt and the agent's reasoning + curl POST were quoted. enyst had already removed cloud/enterprise manually.

Done! Issue #16315 now has `enhancement` and `cloud`. The `enterprise` label was already removed earlier (by enyst), so nothing to take off there â I just added `cloud` back since you wanted it kept.
