Okay I double checked, turns out we're still using a file store to save user settings when running locally

We are yet to consolidate all configuration information in the sqlite DB

Since this is a user related field, its being persisted as part of the file store based settings

For the question left on the PR, regarding the change to the test file for user settings, I've left a comment and confirmed that its the reason
