IMO we should keep powershell instructions out of the main README, and put them in a separate doc

My only concern if we put windows terminal instruction in another readme is will it get updated as the readme gets updated? I put PowerShell/windows terminal changes in the main README at the start of AC and it got removed I just worry about ignoring Windows users like we have in the past.

good point on updates. maybe we can add code review instructions to make sure openhands catches that? I don't typically see powershell instructions in other READMEs, and a verbose README with lots of code blocks is often a turnoff for me
