tbh the "inactive" vs "old" might be a little confusing, we might want to just do "old" "inactive" only makes sense on cloud, where we spin down runtimes after 30m. local convos never go inactive "old" makes sense in both places--active convos will never get marked as "old"

we could keep "inactive" as the label, but make the logic "no updates for 60m"
