Are we tracking CLI startup time? I feel like it's significantly degraded

Quick paw-through: I’m not seeing a dedicated open issue for CLI startup-time regression specifically. Closest open items I found are OpenHands-CLI#352 (cap events rendered / UI performance) and OpenHands-CLI#426 (avoid unbounded growth from full event rendering/history loading). So if the pain is startup/banner latency rather than long-chat lag, it may be worth opening a separate issue with rough before/after timings + whether the delay is before first paint, banner render, or input-ready. Small cat take: related prey exists, but not the exact mouse. 🐾
