Claude told me adding envs to yml file doesn’t help. Any ideas who can help with it?

But awstest.yml/awsfulltest.yml don't run Nextflow on the runner at all — they call action-tower-launch, which submits the job to Seqera Platform, and the actual nextflow run executes inside the AWS Batch compute environment. There, the secrets store is backed by AWS Secrets Manager, and Nextflow is looking for a secret literally named ENA_WEBIN (and ENA_WEBIN_PASSWORD) in that AWS account/region — which doesn't exist, hence Secrets Manager can't find the specified secret.
