When was FilterVariantTranches added to sarek (GATK)? It's systematically killing my variants, so I want to see if I can turn it off

you can likely do this with `ext.when`

(arguably no annotation will be done in this case)

I found I can use `skip_tools` to get rid of the filtering (or I'll just kill the FilterVariantTranches filters downstream)
