nf-core

Hi ! Could I get a review on these two new modules ?
`echtvar/encode` : <https://github.com/nf-core/modules/pull/12040>
`echtvar/anno` : <https://github.com/nf-core/modules/pull/12044> (needs `encode` in setup for tests)

Reviewed the first one, left some comments

As a side-note, I would recommend asking for reviews in separate messages such that people can interact with them individually

Thank you so much ! I'll go take a look !
