why is setting that flag required if disabling simulcast and SVC results in only one track being published anyways?

LiveKit Cloud defaults that to

false

. It is possible that the down stream is congested. And if the single layer that is published does not fit in the estimated bandwidth of the remote side's down stream, it could be paused. Setting that flag ensures that it is not paused.
