Joining a new room always requires a new token. What are you hoping to do, though? Would using the RoomService APIs be sufficient for you? Namely ListRooms and ListParticipants

Root Admin need to have permission to join all the rooms

Yeah if you want to be able to join all the rooms, you just need to make your server generate a new token for every room the admin wants to join
