try keda : https://keda.sh/docs/2.10/scalers/metrics-api/ Haven't tried it though with custom metrics. or you can use k8s - HPA. You may need think about a Kubernetes Nodes Autoscaler stratergy as it may take 1-3 mins to up the Worker Node VM

This would require some modifications to the code to keep it running at 0 resources. It would need to intercept the start egress request, send a request to scale up, and the node would need to deploy almost instantaneously
