Hey, I'm seeing weird behavior with the merge queue. Once a PR is on the queue, the graphite bot seems to get into a death loop where it keeps force pushing, running CI, force pushing, running CI, etc... The PR ends up never merging

We are seeing the same -- PRs being repeatedly force-pushed about once per minute

this was what tipped me off 💀

In our case, the PR never finished to run the CI because "Canceling since a higher priority waiting request for ci-10919 exists" and its on a loop.
