hey team, I'm having to manually restack every PR in a large stack one at a time... we don't have merge queue enabled to my knowledge. any idea what might be happening?

oh interesting, I think I was seeing

submit

then. I already finished reviewing/merging that stack, I'll keep this in mind next time I'm reviewing a stack to confirm though.
