we project trunk's branch protection rules up to stacked branches because your stacked branch will eventually merge into trunk

this is a feature — meant to make things work as expected! are you finding it's getting in the way?

We intentionally have more lax rules for this long-lived feature branch than for trunk itself. We want to be able to partially test auth but not roll it out to everyone until it’s fully ready. Only a small subset of the team is working on auth, including a contractor who isn’t included in CODEOWNERS, so this is a nuisance if it actually prevents merges as opposed to simply a visual banner
