I believe that we simply have not yet incorporated fast-forward into the estimation and that they will all merge at the same time (cc @David Bradford who can confirm)

Yes. The time estimate are “worse-case” right now, which does not take FF merging into account (it assumes full CI will need to be run serially on each PR).
