I guess I kind of expected it to "upsert" the draft status similarly to how it handles update vs noop of the downstack PR commits themselves, and only draft any new PRs in the stack

gt stack submit --no-edit

is likely closer to the behavior you wanted, but this is good feedback, will take into consideration as we make improvements to submit!
