Those are actually copy paste detection markers - if you mouseover the line number a tooltip will appear saying the line is copied. cc: @jess why is working on improvements to our copy paste detection algorithm now!

Is this copy paste as in "duplicated code" or as in "moved code" ?

as in duplicated, not sure how accurate the heuristic is at present
