I'm not 100 % sure, but I don't think that is correct. It depends on how you use it. If you use it for example to depend on them, for example to depend on all projects for jacoco report aggregation or similar, it should be perfectly fine. If you use those methods to configure the projects you are given, then it's bad. And for that purpose also the other methods you mentioned would be bad.
