I didn't fully get what you want, but to answer your initial question, no, that's a hen-and-egg problem. It is designed in a way so that a settings plugin can define a version catalog. But that means that the version catalog is not available before the settings are evaluated.

Basically I want to use the version catalog from platform 1, but I want to pull the version for platform 1's version catalog out of platform 2's version catalog.
