kinda relatedly if i simulate a network failure to the GE server i still see connection attempts when disabling remote cache and build scan publishing on the command line but not in offline mode and i'm wondering if there's a way to direct the GE maven plugin to behave as if offline without running mvn in offline mode

yeah i spent some time digging through the docs and still saw some plugin behavior that didn't make sense. i'll see if i can file a support ticket
