Should work fine from what I see unless you have some proxy that intervenes or similar. Try with

--refresh-dependencies

and whether you cann access plugins.gradle.org/m2/org/springframework/boot/org.springframework.boot.gradle.plugin/2.7.3 with your browser.

Yeah i am able to access the link. i tried with --refresh-dependencies but same error. How to know if a proxy is blocking it?

Ask your network admin for example. :-)
