note: direct access to `libs` works, so I’m missing something

Where are you calling this? It's likely you're accessing `extensions` from some `ExtensionAware` receiver rather than the `Project`.

e.g. if you do it inside a `dependencies` block you'll be looking for the extension on `DependencyHandler`, where it doesn't exist.

oh interesting point. calling from `buildSrc`!
