In Gradle 6.3

gradleApi()

adds the Gradle api of Gradle 6.4? That's pretty unlikely, it should add the Gradle api of 6.3. And regarding the upgrade, you shouldn't. If you are developing a plugin / task for Gradle, you have to deal with the Kotlin version Gradle ships with or you get into problems easily.
