But in any case it's about Google services that doesn't declare inputs correctly

right but shouldnt that not be an issue because the optimizations got turned off?

I think even with optimizations disabled it's still an issue, it just that Gradle says: "I know something is wrong, so as a safety measure I disable my optimizations"
