What was the behaviour in 7.3?

I think what you are seeing is related to <https://github.com/gradle/gradle/issues/19852> which was about fixing a regression between 7.3 and 7.4. So indeed there is a change of behaviour between 7.4 and 7.4.1.

I was in 7.4 and `gradlePluginPortal` was added by default
