If that repository is one of those misbehaving ones that do not answer with "404 Not Found" for dependencies it does not have but with "403 Forbidden", you should maybe complain to that repository. Gradle does not continue to look in other repositories if it gets an error response except for "404 Not Found" to cater for temporary outages and so on. If that dependency is not served by that repository, you should probably add repository content filters to control which dependency is searched for in which repository.
